This is not a book of the moment, but a thoughtful and careful analysis of our policy since the beginning, with the emphasis on the period since the Spanish-American War. However, the brief section devoted to the present situation helps -- in the light of what has gone before -- to clarify the issue. The book as a whole should be a valuable contribution to the study of American diplomacy, as well as a revealing study of the interplay of international politics in the Far East.
