Another ecological horror story, energetic but muddled and attenuated. In the domed city reside the well-fed elite, hemmed in by starving hordes known as ""Rats"" who flu the barren land from sea to shining sea. The city's bad guys want to knock off the Rats and the good guys want to save them, but the best laid plans do gang a-gley especially when there's supernatural intervention. The prose has delusions of adequacy.
