This lucid ad hoc commentary on the UN deserves wide reading -- it puts first things first in a way that clears one's head and jiggles the pieces of the puzzle right into position. Mr. Eichelberger worked on the first American draft of the UN Charter in San Francisco and is executive secretary of the American Association for the United Nations. He considers how the UN has operated and adapted its operations in view of the four great Indian's crime fighters who were balked by big interests, Seattle, Washington's international racial neighborhood project are examples of communities struggling to greater effiency and unity. Finally the story of Carroll County, a declining area in North Georgia which maintained a service council and exchanged visits with Indian farmers is an example of community action on another level. This is important, this is a part of America that should be heard about both by overseas world companions and by our own citizens -- an activating source book.
