Before the Spanish War, our Navy Department was confused and indefinite; then came the period dominated by Mahan, prophet of sea power and advocate of territorial expansion. Harding- Coolidge- Koover- saw the decline of naval power- and with Roosevelt came the process of rebuilding which was destined to save the United Nations.
