The history of despotism through the centuries, from Biblical days to the present, with Russia, Italy, Germany and Austria as his finale. He presents his facts to support his argument that there was never a good dictatorship -- or tyranny as he prefers --because dictatorship itself would ruin a good man -- despotism corrupts the despot. He marvels at the delay in tyrants emerging, following the last war. And he urges an awakened consciousness and a guarding against the danger elsewhere. His viewpoint is distinctly English.
