Bagby tailing Schmitty tailing the killer of Patrolman Black, who had obviously had a cut in a neighborhood gambling game, but a youngster. Steve Andrews, is given a rough time by copper Rubin, still will not talk. A second murder frightens the boy-into the Hudson River- clears him of a charge in which more than a dies game is involved. Kids on the run, and cops who are gunning for them, points a certain moral to an otherwise matter of fact item on the blotter.
