A revision, brought up to date, with some of the material expanded, some rewritten. The book appeared first in 1932, and is considered a most penetrating study of comparative governments. The government of the democracies is compared with Fascist Italy, Nazi Germany, Soviet Russia. The new constitutions of the 4th French Republic, of the Soviet, are analyzed. The author's Road to Reaction and America's Destiny established him as a potent champion of democracy, a liberal in the best meaning of the word. This book, while not intended for general reading, might be considered a handbook which documents his case for democracy.
