One is tempted to go overboard for this book -- and yet some of the viewpoints pay little homage to popular demand; some of the recommendations seem wishful thinking. But the build up- the overall survey of four years of Europe in process of reorganization (by C.B.S. chief of European staff today)- is the sort of thing that demands close reading and thoughtful consideration. Smith's end recommendation is that America take the initiative to break the vicious circle of the Cold War, lead Europe by direct actions toward the liberal program of the Welfare State, accept planned economies and streamlined efficiency as the sole means to achieve the one thing that would give Russia release from tensions -- Social Democracy for Europe. In these four years we have taken as many false steps as the Soviet. Until the crisis winter of '46-7, with the collapse of Britain, our role was not so vital. Now it is almost too late. Country by country he presents the picture- much that is miraculous, much that is frightening. Our economic penetration of the world is staggering. Let's look at the facts realistically, idealistically. Absorbingly interesting- provocative- demanding reading. But it must be read.
