TAXES, LOOPHOLES AND MORALS

Professor Hellerstein has managed to avoid the dust and dry-rot prose of legal jargon and financial dronings in his discussion of the Federal tax structure. His major concern is its ""leaky base"" and, after educating his potential readers in the history, legislation and direction of tax law, he presents his own admittedly debatable solutions for plugging up the loopholes. That his readership will be capable of following a debate on his suggestions is a triumph in this subject area and attests to the author's talent as a teacher. Currently teaching tax law at New York University, he knows just when to bring in the illustrative case or the light that is shed by the personal anecdote. Interesting and not at all taxing.
