In exploring Africa's checkered history, the roles played by foreign powers, the rebellions, there is the vitality of turbulent life in a land that is only newly important to the stream of world history. In assessing the future, Mr. Gunther analyzes the regions where federation has worked, where racism is a menace, and where leftist tendencies have felt themselves.
