Dolan's review of the amnesty question should certainly be a useful source, beginning with his clarification of the terms ""amnesty,"" ""pardon"" and ""clemency"" and including his summary of the Ford plan and criticisms of it by the ACLU and Americans for Amnesty, and of the Hatfield proposal which represents a middle of the road alternative. Of course the same material might have been presented more concisely in an article or pamphlet; chapters which review the course of our Vietnam involvement and the anti-war movement are neither especially incisive nor really necessary. But readers who need this sort of neutral outline will forgive some redundancy.
