This is not a really painstaking or analytical job, but two good names lend it more importance, perhaps, than the material warrants. It is a dissertation on the merit system in the form of a debate, plus several straight chapters on various facets of the subject. The case for the merit system versus the case for the spoils system, with the decision on the whole going to the merit system with reservations. The discussion has centered around Chicago and environs; a great many popular beliefs are taken as truths, and palmed off as such. Limited.
