Toivo Jarvenin rescues a baby sea lion. Fed with a bottle and on fresh fish, the sea lion grows to a size that endangers its safety, because seal hunters operate near Toivo's home, a Finnish fishing colony along Oregon's Columbia River. The affectionate relationship between the boy and his pet is set against this background which includes the problems of a motherless family and Toivo's father's dissatisfaction with a job at which he can barely make a living. When Joe Whiskers, Toivo's name for the sea lion, helps to save the lives of a nearly drowning father and son, a newspaperman publicizes the animal and the elder Jarvenin's woodcarving skill. How Joe is persuaded to rejoin his own kind, the prospect of schooling for Toivo and the profits that will come from his father's craftsmanship bring the book to a happy, satisfying ending.
