A fair and objective analysis of the shift in Russian policy as related to the fields of law, economics, national history, attitude towards religion and foreign policy -- the factors that produced these changes -- and the historical basis. In the international picture he feels that Russia's internal developments are a favorable factor, stressing particularly the nationalist trend, the openly recognized interest in the Dardanelism, the restoration of Franco-Russian alliance, the creation of a new Slavic alliance, etc. He indicates the zones of danger -- but minimizing the idea of Russia's desire for aggrandizement -- and feels in conclusion that the cultural and political lines of rapprochement merge with the economic to strengthen ties between the Soviet and the West. Particular interest in discussion of the new Constitution -- the relation to minorities -- the political attitudes as related to border states.
