Feature a semi-fascist state of affairs with everyone under rigid control in a world of endless cities and an endless torrent of faces. Well it has been featured before, the only really new twist here is a mutattion group, deliberately developed, called the Tritons who can function in and out of water and are lowest on man's scale of prejudices and a meteor heading for Greater Chicago. The whole thing's anti-pop(ulation) but as a book it's strictly stillborn.
