The various governmental measures and their failure to decrease unemployment permanently or to set business back on its feet; the general problem of unemployment -- the types, classes, races --what work is to be done -- who will foot the bill. The greater loss through unemployed than the amount expended on projects -- analysis of governmental failures and the attitude of big business -- the necessity of temporary government regulation for the labor market, etc. Not a radical approach but a statement of fact showing the need to preserve the existent state from greater upheaval.
