Terming these years the flush of victory, Mr. Walker analyzes their aspects as similar to those of Russia during its first years as a Communist state. Continuing, he notes the disregard for individuals, the tendency to follow the U.S.S.R. in foreign affairs and in prospect, weighs historical fact against our holding out in terms of economic cooperation and keeping Taiwan as a symbol.
