Rather a funny story covers that brief period in life when kids pucker up their lips and- fruitlessly- try to whistle. Tootles, whose father plays in an orchestra, can blow on just about anything, but he really needs to whistle, especially for the dog he wants to have. Then a trip to the shore brings him a puppy to call and finally as Tootles succeeds, to whistle for.
