Crumton, 30 miles out of Boston, is now a ""ghost town with people"" but through the efforts of its leading citizen, Caspar Muhlenberg, it is declared a depressed area and a Naval Defense contract (Top Secret Classified) is given out to local industry. Headed by Lt. Commander Earl T. Varde, the project for the missile, the Disemboweler, fumbles into being and the investigations on security clearance create one area of disturbance, while troubles with the unions, the local whorehouse, and even the public library mushroom. The Bronco Corp. and its officers, Molly Saddler and her applications of motivational research to her career as a madam, Muhlenberg and his many interests, combine to keep Varde pushing his hardest to maintain secrecy and plague the ""Commie ilk"" and it is Molly's wooing of Varde that finally lowers the boom.
