Here are the irritants, fears, misunderstanding, relevant to our relations with South America; the delicate diplomatic, financial, commercial considerations; the individual problems of each of the countries dependent on U. S. propaganda and practice. It is a composite picture made up of individual elements that also includes the educational, cultural, political issues involved, that considers also the responsibility of this country to answer critical and hostile attitudes with reforms in treatment. A repetition of much that has been said before, amplified by a more detailed examination of all sides of the questions inherent in this problem.
