That the final blame (some would also call it manipulation) for the disastrous effects of the attack on Pearl Harbor must be attributed to President Roosevelt is the thesis Theobald attempts to prove here in his accumulation of documentary evidence. Theobald was serving at Pearl Harbor at the time of the attack, and the points he makes are familiar to many. Roosevelt wanted to counteract apathy by forcing a decision which would be incontrovertible. He prepared the way through economic and diplomatic circles by antagonizing Japan sufficiently and provoking the attack. And finally, he had decoded information withheld from the military at Hawaii which induced a laxity in the whole area -- and the subsequent defenselessness. A one-sided account which is persuasive if prejudiced.
