A Proposal for a Second Constitutional Convention is the subtitle and the argument is that, in the midst of change and unusual conditions, now is the time to make changes in our Constitution and in the methods of amendment for the future. Never considered perfect, even by those who planned it, to continue as a working document, it must be made elastic and flexible to change with changing conditions. Answers the questions of why a second convention; what specific reforms. Among suggestions are those concerning the relations of the President and Congress, terms of office, foreign affairs, -- sometimes concrete guides but generally the pointing out of the needed improvements. For the layman with a more than average knowledge of our present Constitution and political system, a spur for the anticipation of future problems. Solid reading.
