An excellent handbook, to read, to own, for the man or woman who takes his duties as a democratic citizen seriously and who wants to function more intelligently. The author -- member of the Conncut State Legislature -- examines the techniques of democracy, the bailot, the representative assembly, party politics, etc. and shows the weaknesses and strong points, revealing the failure of traditional techniques and suggesting that we keep democracy up to date. He shows how the ballot and party system (if it becomes one party) can slip over the border into totalitarianism. He discusses democratic techniques of public administration and the system of committees, boards, etc. that make up such administration. His material is well organized and well presented, and should help the thoughtful citizen to think through problems in political, business and community life.
