The failure of the League of Nations, and of all efforts toward international peace, has led many outstanding people to conjecture about the feasibility of a united states of Europe. Bingham, following in the footsteps of Streit, of Wells, tries to show how material interests may be harmonized in ""a pattern that will cut across both class lines and national lines"". He outlines both the structure and machinery for this federation, discussing what national rights and human rights should be maintained, how boundaries, armaments, money, trade, should be regulated to achieve this end. Bingham is the editor of Common Sense and his book is a lucid, if somewhat theoretical, programme for future world harmony.
