This is one of these books that hovers on the edge of being sensational, and then doesn't quite come through with the things it hints. That aside, it is another survey of the European scene, by the journalist who conceals his identity behind this name. Best known to Americans as the author of J'Accuse. This time his approach to the current (and recently current) scene is through personalities. It's been done before, and done better, though not at such length.
