The author of The Great Illusion puts forward his theories on the subject of the chance democracy has against dictatorships and whether ""democracy can maintain peace with the dictatorship group without accepting a position of such inferiority of power as to render them incapable of defence."" The book is developed in the form of a symposium. A German defends Nazism; an Italian defends Fascism; an American defends Isolationism; and an Englishman takes up the cudgels, claiming that England's imperial policy is outmoded, and that fascism wants, not equality, but preponderance of power. He puts on England the blame for her vacillating policy and draws the conclusion that possibility of peace lies only in alliances and collective security.
