The answer is ... everyone. Mrs. Norse asked David to take care of Henry while she was gone, but when David remembered that he was supposed to be on his paper route, so he gave Henry to the postman, who carried him around in his mail pouch until he had too many letters to deliver, so the postman passed Henry on to the ice cream man, and so on. Eventually Mrs. Morse and David returned home to find Henry being escorted home by a policeman. It's an engaging tour of the local workers, all smiles every one. The gently tinted line drawings include many small town details.
