The Scottish Fishery Protection Service hauls up a net with a dead skin diver in it and their agent, Webb Carrick, goes underwater, over water and cross country to snare the villains responsible. The scene of the murder is an off shore point of Britain's biggest nuclear power station and the motive is the treasure in atomic waste. Water -- cold; romance -- lukewarm; and action -- turbulent.
