Inexplicably, Herbert loved seals, so when he was old enough, he opened a small seal store. Business was slow, but the creatures multiplied, forcing Herbert to take over a department store. Passers by watched through the windows; children pleaded, but parents refused. Seal City next moved to the park where Herbert taught his seals complex tricks, and even a helicopter hovered in mid air over the park to watch. Only when seal-struck Herbert changed his tactics and opened a circus did his cherished investments begin to pay interest. An amusing story, it is plotted with child-like logic, link by link. Unfortunately the cartooned pictures in color are crowded and often lack focal points. While the seals slither, Herbert and other humans depicted are flatly static.
