An able presentation of the problem of unemployment, placing the burden of proof on the changes in modern civilization, technological advance and various other economic factors which have inevitably led to the present system of work relief. He justifies government spending in order to utilize unemployed manpower to create tangible social wealth, believing that expenditures will raise the level of consumption and create mass purchasing power, that only by increasing the ratio of expenditures to national savings can the balance be restored and private investment encouraged to take up the slack. Nonpolitical, but definitely pro-administration.
