The predecessor to this was American Foreign Policy in the Making and was subtitled A Study in Responsibility. This points the question of responsibility yet more sharply, and is subtitled, A Study in Appearance and Realities. The factual tent is based on the report of the joint committee investigating the Pearl Harber tack, and Beard has viewed his documentary evidence more as a prosecuting attorney as an historian. He has selected documentary proof to substantiate his claims:- was the appearance, such the reality. He has used, in addition, extracts from diary; he has quoted Amb. Grew, Secretary Marshall, Admiral Stark and others. He discussed successive steps leading to war,- Lend Lease, convoying and patrolling, the Atlantic Conference, the ""shoot on sight"" orders, the sanctions employed against the recognition- in the State Department-that attack was imminent -- Pearl Harber its aftermath, the Roberts Report- much of it veiled, the focussing of blame on al Short and Admiral Kimmel- and denial of court martial, and so on. A damning ment, granted acceptance of each bit of evidence as the whole of the evidence, aga the president.
