A tale hopefully written to inspire the young and instruct the old is perhaps the first in its field and should provide a popular presentation of the Kennedy plan as well as discerning democratic propaganda. Though never very exciting, it has immediacy exemplified by such details as: who are to be the trainees, what standards of selection shall be adopted, etc. The best chapters record actual case histories of previous efforts. Of vital interest to young people.
