AMERICAN NEUTRALITY: TRIAL AND FAILURE

This is too important a book, at this moment, to overlook, though we did not have it ahead of publication sufficiently long to give you advance news of it. Professor Fenwick (Political Science, Bryn Mawr), covers the whole panorama of U.S. attempts to establish some basis for neutrality -- and the failure today. He gives the historical background, the various precedents, law -- and experience. He outlines the legislation and counter legislation -- and failure. He develops the philosophy of neutrality, as it has changed since the World War. He outlines various illustrative steps of the way, a ""series of logical inconsistencies and legal contradictions"", his criticism is levied towards that type of neutrality that stays aloof from cooperative preventive measures, and in that category he puts the U.S. for the past 20 years. The appendix includes three documents of vital importance in understanding present conditions, -- the Proclamation of Neutrality, The Neutrality Act of 1939 and the Declaration of Panama. A study of this book will give everyone who reads it a basis for intelligent comment and understanding of the fog of confusion in which we find ourselves. Dr. Fenwick is now serving on the Inter-American Committee at Rio de Janeiro.
