The middle-aged woman who appears when Olivia wishes for a fairy godmother is only a beginner, so she can't grant Olivia's wish for the stuffed black cat in the store window--but she does take her along on her tour of magical duty. All in blue except for her pink hair curlers, the fairy godmother fixes the traffic lights so that Mr. Kremsky can drive to his girlfriend's bakeshop and back on his lunch hour, changes stairs into a ramp so old Mrs. Chesney can get out in her wheelchair, and, on her public service day, does odd jobs (like fixing the telephones) around the subway station. ""I've always been so busy wishing my own wishes that I never realized how wonderful it could be to see other people's wishes come true,"" says Olivia at the end of the tour--but when she wakes up next morning there is the stuffed cat anyway, with a note from the fairy godmother saying she's been promoted to a higher, more powerful level. But the story falls flat.
