This is something more than the conventional buildup for a forthcoming political campaign. Chester Bowles, a Democrat and a politician and diplomat of varied experience, here states his conviction that only the party that can break with the past and provide a leadership that takes changing circumstances- within the country and without- into consideration, can win the next national ticket. To give background to his conviction, he explores the history and pattern of the political parties, ins and outs, says that the last election came about only because the Democratic Party was unready for change- and the Republican Party had an unbeatable candidate. He feels that new issues are of paramount importance to survival, and explores the forces involved, the necessity of relating American economy to world problems and of seizing controversial national issues without palliative measures. Somehow-though one agrees wholeheartedly- the case needs a sharper and more forceful presentation than given here.
