This lucid commentary on the UN deserves wide reading. In viewing the major events since 1945 Mr. Eichelberger charts the accomplishments in a clear recapitulation. And in considering the possibilities for Charter Review, he ends with a plan to work within the UN, evolve its operations and hold them above regional arrangements. Fine.
