To boost his campaign in Class 5B, Alvin adopts some planks from Mayor Massey's platform for reelection and then gets to wondering why such simple improvements have been delayed; when he gets into office--specifically into the Mayor's and his secretary's desks--he finds out the answer and it doesn't go easy for the absconding pair. You might indict Mayor-for-a-Day Fernald and temporary secretary Pest (his little sister) for unethical practices too except that you'd be doing the story an injustice to take it seriously. From Machiavellian Speedy's first assurance--""I'll fix it. You'll be the Mayor""--through the exercise of mayoral prerogatives (an immediate stop sign, empty lots into equipped parks, direct communication with the FBI) to the mud-bagging of the fleeing Massey, it's a gleeful spoof of the kids as well as the System.
