DOLLS WITH SAD FACES

A psycho, who makes dolls with and faces- and red hair, also does in live specimens but escapes official notice after he strangles two women on a fairground. One of the carnival operatives is the Yard's luckless victim, charged and convicted on surprisingly scrappy evidence, and it is only months later that a more vigilant police officer reopens the investigation which leads to the homicidal criminal.... Downright- and you say dull too.
