An uncomplicated, balanced report on the management problems and life of business executives in Russia examines their education, standards of living, relationships with the Communist bureaucracy and the trade union, operating techniques and production problems. Freed from the major problems of product design, marketing, distribution and financing, and with the tools, plant and labor assigned him and specified amounts of materials on requisition, the manager -- sharing divided authority with the ""party"" secretary, is held responsible for production quota, per period, of specific design and quality. With all this, it is of interest to observe the Russian manager facing many of the same daily issues and tensions as his American counterpart and responding, for the most part, in much the same fashion. Of specific importance to business schools and graduate management programs, this will also attract all those alert to management questions.
