A discussion of the prospect of peace which is historically based on the contention that a structure of nation-states, and the spirit of nationalism which animates them, will always lead to war. Internationalism as an outlook is a fallacy -- and only fans nationalism; balance of power, collective security are equally misleading and dangerous; our whole postwar thinking from the Atlantic Charter to the San Francisco Conference is based on the principle of power states -- sovereign states -- which will lead again to international anarchy. Only some universal legal order can protect us from another war -- with this pronouncement he concludes an argument which has validity but is certainly not hopeful, nor is it given practical direction.
