Another useful reference book, for college and library market primarily, and for students studying comparative governments, plus laymen interested in checking the surface indications of changes in European government patterns. The chapters on England are singularly objective, frequently critical in analysis of failure. Chapters on Axis Powers are of necessity somewhat superficial, but suggestive. The chapter on the Balkans was written before the collapse, so means little. I found the material on Sweden perhaps the most interesting in the book, showing how she has strengthened her democratic processes and stressed her independence. The book is the outgrowth of papers and discussions under the American Political Science Association.
