Jef Forzon is a ""Cultural Survey Officer"" bemused by the fact that he has been ordered to the world of Gurnil, a planet that hasn't even been set up for Democracy. The advance Interplanetary Relations squad has been having a rough go of it--a monarch with a penchant for chopping people's left arms off but who somehow doesn't make the people mad. Jef discovers that the population is passionately aesthetic and consequently blind to moral ugliness. He uses one technical innovation--a trumpet--to start a revolution.
