The Rockefeller Foundation helped finance this investigatory trip through the United States, made by two English observers,-call them ""economic historians"". The story they tell is extraordinary in its restraint and perspective. They etch in our background history, from the Civil War on, leading up to an intelligent weighing of the New Deal. They present the varied experiences -- suggest that private business is leaning back on constitutional rights -- find fault with administration on vague objectives, experimental approach -- approve ideals of social and economic reform -- criticize Civil Service -- and hope that Roosevelt will have the courage to evolve a broad plan and stick to it, scrapping much that has been tried. It is grand reading.
