The definition of our democratic purposes and some of the difficulties to be overcome in our thinking. The analysis of what he calls our ""middle period of irritation and criticism"", culminating in the war between the legislative and executive branches, attacks on bureaucracy initiation of Congressional investigations, etc. should -- he indicates -- be yielding to an appreciation on both sides of the necessity of cooperative planning, ""foregoing recriminations that our strength and consume our time"".
