A clear presentation of how the three great Revolutionary challenges to democracy, Communism, Fascism, and National Socialism, came to power, by a shrewd, often brilliant, observer and analyst. The author does an amazingly fair job in summarizing their records; he shows what democracy can learn and has to learn so that when the war is over, a European Federation can be organized. He shows up the errors England has made in the past, the various cracks in her form of democracy. He sees a new way of life which will bring greater security to the many, and draws up a program for a socialistic control of industry, transportation, unemployment and want, etc. Williams is one of the ablest Socialist thinkers, and this is an incisive and forward-looking argument.
