The author examines the uses to which the Monroe Doctrine has been put at special times in U.S. history since its first enunciation as part of a Presidential message. It has come into play over Alaska, Mexico, Panama and Cuba -- more than once. He speculates about the effectiveness of its application as either a big stick or an olive branch in the case of U.S.-Latin American affairs in the shrunken world of the 20th Century. A very readable account.
