This is a Peruvian caper to ""offset their losses from the anchovy crop failure with money made in the (American) commodities market."" The veteran agent-assassin recruited by their military government to pull it off is the indestructible Felix Bonham-Carter. Futures contracts are the name of the game here though you'll need an unscrambler to figure out why Exportkhleb and the CIEP want Felix deep-sixed. Uniformly nondescript however jumbled.
