He concludes that there are six practical types of policies for America to follow, but that revolution is Mexico's fate and uncertainty her crime. The author was expelled from Mexico and his post as correspondent for the N. Y. Times in February last, is inevitably somewhat biased in his interpretation, though exact in his use of factual material.
