Accept in advance the fact that G.D.H. Cole is a ""liberal"" of the left wing Socialist group, that he is inclined to generalize and to speak in broad terms of ideologies and theories. He assumes it is accepted that the post-war world will discard capitalism and choose between fascism and socialism. Within these limits, he goes on to state that nationalism should no longer determine sovereignty, that Socialists must learn to ""think supra-nationally, democratically and realistically about the future"". He appeals to Western Europe to work with Russia now, to assure socialism and not fascism later. He discusses separately the different parts of Europe, including Germany, in relation to his plan for a future supra-national, socialist world, in which national elements continue to exist through cultures and religion. Realistic handling, in simple, clear language -- provided you accept his assumptions.
