A Russian, who lived in France and is now in this country, gives another interpretation of the causes and the development of the war on a global scale, from 1918 to the present. It is an interesting survey, although one which is occasionally open to question both in facts and theories. One sees the ironical progress from the last war in which the victors, who wanted peace, were forced to find the only answer in war. One sees the genesis of totalitarianism, the growth of the war machine, the new German economy, and the rule of force. Britain -- whose whole history of appeasement resulted in her wait and see policy; France, which believed only in the futility of war; America, refusing to violate her neutrality policy. The Spanish testing ground, Austria, Czechoslovakia, and finally war on a worldwide scale with the entry of Russia -- next Japan. Java believes that time is one of the greatest factors today, that time has been the great Axis advantage, which must be out short today. He also believes that defeat is not enough, and that after the war freedom must be imposed and maintained. Intelligent, liberal analysis.
